MINUTES OF THE REGULAR MEETING

OF THE

COMMUNITY PLANNING AND DEVELOPMENT BOARD

 

JULY 23, 2002

 

 

Call to Order

Chair Raney called the meeting to order at 7:00 p.m.

Present:                          Chair Bill Raney, Vice-Chair John Hawley, Annette Napolitano, Dick Kempiak, Ruben Jimenez, Marge Balvitsch

 

Absent:                          Jim Burch and Alternates Cindy Rohrback and Earl Warren

 

Council Member:          Dr. Robert Doster, D.V.M

 

Staff Present:                 Joe Blanton, Liz Zeller, Woody Scoutten, Pam Tulkan

 

Approval of Minutes

Chair Raney asked for a motion to approve the minutes of the July 9, 2002 regular Meeting.  Member Kempiak made a motion to approve the minutes of the July 9, 2002 Regular Meeting seconded by member Marge Balvitsch.  Motion passed unanimously,

5. NEW BUSINESS:

 

AGENDA ITEMS 5A AND 5B WERE PRESENTED TOGETHER BUT VOTED ON INDIVIDUALLY.

Karrin Taylor from Biskind, Hunt and Taylor, presented item 5A, a Preliminary Plat for Verrado parcel 4.615 as larger lots exceeding the 6000 sq. ft. minimum.  This plat also borders the trail system along Osborn Wash.  Parcels 5.702 and 5.703 are higher density with a minimum lot area of 3500 square feet because of their proximity to the District Core. JT Elbracht explained to the Board the concept of “shared use and benefit easement” on this plat.  This allows for one property owner to use both their 5’ side yard set back and the 5’ side yard set back from the adjacent lot.  Even though these lots are between 35’ and 45’ wide there will be at least a 10’ side yard for use by each homeowner.  These houses will have the garages behind the home facing the alley.  Both of these plats will have pleasing street atmosphere with parkways and unique architectural facades. 

 

5A. PP02-39: VERADO PARCEL 4.615

Request by Biskind, Hunt and Taylor on behalf of DMB White Tank LLC for Preliminary Plat approval for Parcel 4.615 located in the southeast portion of Phase 1 in the Verrado Master Planned Community,.  This request will provide 39 single-family residences on 10.68 acres.  This project will be developed according to the Residential Low development option (minimal lot size of 6,00 sq. ft.) There was a request by Biskind, Hunt and Taylor to amend stipulation F to end with recordation not approval of the final plat.  An additional stipulation was added to include Sight Visibility Easements to be drawn on the final plat.  Chair Raney opened the Public Hearing.  There being no comments, Chair Raney closed the public hearing.  Member Napolitano made a motion, seconded by Vice-Chair Hawley to approve PP02-39 with the amended stipulations.  The motion passed unanimously. 

 

5B. PP02-40: VERRADO PARCELS 5.702 AND 5.703

Request by Biskind, Hunt and Taylor on behalf of DMB White Tank LLC for Preliminary Plat approval for Parcels 5.702 and 5.703 located in the southwest portion of Phase 1 in the Verrado Master Planned NEC of Miller Road and Lower Buckeye Road from Mixed Residential to Commercial Center.  This request follows an administratively approved Minor General Plan Amendment that changed the Buckeye Land Use District Map of the additional 10 acres on the NEC of Miller Road and Lower Buckeye Road from Mixed Residential to Commercial Center.  This application is amendment to the original application, which staff mistakenly only permitted 10 acres to be designated/rezoned to the Board, which approved the first 10 acres on the NEC of Miller Road and Lower Buckeye Road.  Chair Raney opened the Public hearing.  There being no comments, Chair Raney closed the public hearing,.  Vice-Chair Hawley made a motion, seconded by member Jimenez to approve RZ01-67.  The motion passed unanimously.

 

COMMENTS FROM THE PUBLIC: None

 

REPORT FROM STAFF:

Ms. Zeller told the Board that Sundance  parcels 32, 33 & 35 were submitted for preliminary plat approval.  Sundance’s golf course clubhouse and HOA building should be submitted shortly.  Verrado’s golf course maintenance facility was to be submitted the next day, Wed. July 24th 2002.  Mr.  Blanton said that the Family Dollar Store should be opened August 1, 2002.  Diamond Shamrock is requesting to construct a new facility at their current location.  Douglas Ranch is still moving forward.

Member Napolitano made a motioned to adjourn the meeting, seconded by Member Dick Kempiak.  Motion passed unanimously.  Meeting adjourned at 8:30 p.m.
