The City offers several bill paying options:
To establish a water, sewer, or trash account with the City, please submit an Application for Utility Services along with the required activation fees to the City of Buckeye at 530 E. Monroe, or by email to firstname.lastname@example.org. To request an application by mail, please call the Utility Billing Department at 623-349-6100.
Only fully completed applications will be accepted. The following information is required to process your application:
- Two forms of government issued ID, one must be a photo ID. Business accounts can use Tax Id number.
- If paying by Credit or Debit Card, you must be the cardholder and have the card number, CCV number, expiration date and card billing address.
- If you are a Homeowner: Please submit the name, address and phone number of the landlord.
- If you are a Tenant: Please submit the name, address and phone number of the landlord.
- If you are a Management Company: Please submit the name, address and phone number of the management company.
- If you are a Realtor: Please submit a copy of the Listing Agreement and Tax Id number.
- Additional documents may be requested, such as lease or management agreements upon review of the application.
For all forms submitted to our Customer Service Representatives (new service, termination) please allow two (2) business days from date the application is received in our office for service to be activated.

The Notice of Proposed New or Increased Potable Water Meter Fees provides information related to a proposed fee increase to potable water meter fees.
If you need to transfer your account you must first complete a Termination Request Form for the property being vacated and a new Application for Utility Services for the new service location. The above activation fees apply to all transfers of accounts.
Customers remain responsible for all services until a request for termination is received and processed.

Keeping Your Contact Information Up to Date
The City has a recorded message system that can contact you by telephone with important information about your water service. This is especially helpful in the event of an emergency.
To ensure that you receive these notifications, please make sure your current telephone number and email address are on file with our Utility Billing Division.
If your contact information has changed, please make corrections on the back of your bill stub or contact our Customer Service Representatives at (623) 349-6100.

Emergency After Hours Phone: (623) 349-6400
Please use this number ONLY if you are experiencing an after-hours emergency, such as a leaking water main or water in the street. Be prepared give your location and describe the exact nature of the leak.
Please call our regular Customer Service line, (623) 349-6100, during normal office hours with any questions regarding your bill or requests for changes to your service.

Interactive Voice Response (IVR)
The City of Buckeye also accepts credit, debit cards and electronic payments over the phone 24- hours a day, seven days a week by calling toll-free 1-888-694-2671. We accept Visa, MasterCard or Discover cards. Debit cards not in the Star, Pulse or NYCE network must be processed as a credit card transaction (option #3). There is a $2.00 charge for payments made by electronic check. Payments made by credit or debit card are processed at no charge.
Online Payment with Optional Auto-Bill Pay
The City of Buckeye Utility Bills can also be paid 24 hours a day, 7 days a week via the web. In addition you can sign up to pay your bill automatically from an account you specify and receive your bills electronically instead of by mail.
Simply visit www.xpressbillpay.com, click on the ”GO” button and “Start Paying Bills Now”. Provide your contact information and select a password. Once you’ve created your Xpress Bill Pay login account, you can log in to start managing your account.
In addition to making a one-time payment on your account, you are also able to set up automatic bill payments, so you don’t need to do anything to pay your bills. Your payment will be automatically deducted from the credit card or bank account you specify on the day of the month you choose.

The Utility Billing office is located on the first floor of City Hall. Office hours are Monday through Thursday from 7:00 a.m. to 6:00 p.m. The office is closed on Fridays and public holidays.

Payment at a Kiosks 24/7
City of Buckeye Utility Bills can now be paid at U.S. Payment Kiosks. Cash, Credit/Debit cards and US Checks are accepted. There is a $2.00 convenience fee when paying by check.

NOTE: If your account is delinquent or shut off for non-payment, you must speak with a Customer Service Representative at 623-349-6100 (option #2) to avoid interruption of services or to make a full payment and to schedule reconnection of services.
Returned Checks and Dishonored Forms of Payment
If a payment is returned by any financial institution, repayment will be required in the form of cash, money order or cashier’s check. A fee of $35.00 plus applicable taxes will be charged for any payment returned.
If payment presented to the City for a delinquent reconnect or to avoid interruption of services is returned, services will be disconnected without further notice.
