Buckeye City Council has appointed Tosca Henry as City Attorney. At its January 20 Regular Council Meeting, the Council voted to approve Henry’s employment contract to serve as City Attorney, beginning January 21, 2026.
Henry, who has served as Interim City Attorney since January 5, 2026, will lead the City’s team of prosecutors and civil attorneys in the City Attorney’s Office, serving as the legal counselor and advisor to the City Council, City Manager and all departments, as well as the City’s boards, commissions and committees.
Henry has served as Buckeye’s Assistant City Attorney since March 2023 and brings over fifteen years of public entity representation and legal experience to the organization. During her tenure with the city, Henry has played an integral role in shaping key development agreements for several major projects, including Floreo at Teravalis, Northstar Ranch and the Buckeye Tech Corridor, helping guide Buckeye’s growth and long-term vison.

Henry earned her law degree from the James E. Rogers College of Law at the University of Arizona. Her leadership and legal expertise were further recognized in 2024, when she was named Distinguished Municipal Attorney of the Year by the Arizona City Attorneys’ Association.
