What Is a Consolidated Plan?

multifamily green grass centerThe Consolidated Plan is a planning document required by the U.S. Department of Housing and Urban Development (HUD) intended to help states and local jurisdictions assess their affordable housing and community development needs and make data-driven, outcome-based investment decisions.

The plan uses a combination of data and community outreach to determine the top housing needs, community development concerns, and gaps in supportive services for low- and moderate-income populations in the city.

Once priority needs are identified, Buckeye develops goals to address those needs, which guides where funding is allocated.

Review and Comment on the Draft Citizen Participation Plan

As part of the Consolidated Plan development process, Buckeye is required to develop a Citizen Participation Plan (CPP), which describes how the community will be engaged during the development of the Consolidated Plan. The city’s draft CPP is now available for review and comment.

What Is an Annual Action Plan?

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

Does the City currently Have a Consolidated Plan?

No. Prior to 2025, Buckeye belonged to the “Maricopa Urban County.” As such, Maricopa County prepared the Consolidated Plan and the city would submit applications/proposals to the county for funding based on Consolidated Plan goals and priorities.

As of June 2025, the city is now considered an entitlement community, meaning that the city is now eligible to receive direct funding from HUD to spend on city-identified projects and activities. As such, Buckeye is now required to prepare its own Consolidated Plan.

What Type of Funding Will the City Receive?

Buckeye is now eligible to receive Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD).

For Fiscal Year 2026, Buckeye anticipates receiving approximately $500,000. The city anticipates HUD to release the exact amount sometime in spring of 2026.

The main aim of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment, and expansion of economic opportunities, primarily for low- to moderate-income people. The three primary objectives of the CDBG program are:

  • Benefitting low and moderate income people
  • Preventing or eliminating slums or blight
  • Meeting urgent community development needs

Examples of what CDBG funds can be used for include:

  • Public facilities and improvements
  • Housing rehabilitation
  • Energy efficiency and accessibility improvements
  • Economic development activities

How Can I Get Involved?

Public involvement is a critical part of both the Consolidated Plan and Annual Action Plan. These plans all prioritize community-wide dialogue to identify housing and community development priorities.
