The Buckeye Airport (BXK or the Airport) is a publicly owned, public-use general aviation airport that serves the aviation needs of the city of Buckeye and the West Valley of the Phoenix Metropolitan area in Maricopa County, Arizona. The city of Buckeye has seen an increase in its population and employment sectors. With this growth comes more interest in the Airport and its surrounding land uses, and the Airport has experienced tremendous growth as more operations are recorded on an annual basis.

An update to the Master Plan was needed to accurately reflect the present-day conditions and operations, as well as ensure the Airport can support an increase in forecast operations and based aircraft to meet future demand. Additionally, identification of airfield and business development needs and opportunities will ensure that the Airport keeps pace with the growing community.

The Master Plan is a long-term, comprehensive development plan that meets the Airport’s unique goals and objectives and complies with all relevant FAA requirements. Considerations within the study include the Airport’s operational, maintenance and improvement considerations; development priorities; natural environment and land use compatibility considerations; and factors related to proper financial management so that the Airport may meet both operational needs and capital improvement fiscal needs.

To accomplish an update to the Master Plan for the city, the Master Plan followed the FAA guidance in accordance with Advisory Circular (AC) 150/5070-6B, Change 2, Airport Master Plans. As the AC outlines, an airport master plan is a comprehensive study that addresses short, intermediate and long-term plans for airport development and includes the following elements:

• Development of a public involvement program
• Inventory of existing conditions, including an environmental resource overview
• Forecasts of aviation activity
• Assessment of facility requirements, including a capacity analysis
• Development and evaluation of alternatives
• Preparation of a recommended airport improvement plan
• Preparation of a long-range Capital Improvement Plan (CIP)
• Preparation of a financial feasibility analysis
• Preparation of an ALP drawing set

The draft documents associated with this Airport Master Plan are currently being reviewed by the FAA. Once the approval is completed, the following draft documents will be updated:

• Draft Airport Master Plan Report
• Draft Airport Master Plan Appendices
• Draft Airport Layout Plan Set
