A Specific Area Plan (or SAP) is a General Plan Amendment that is a detailed plan for a specific area of the city. An SAP expands on elements of the General Plan, including: land use, circulation and economic development, and establishes a vision for the design and character of the subject area.

The Development Services Department, alongside consultant Logan Simpson, has recently kicked off a new long-range planning project, the Airport Specific Area Plan (ASAP), a planning document intended to guide development in the area surrounding the Buckeye Municipal Airport, identified in the Imagine Buckeye 2040 General Plan as the Airport Activity Center. The creation of the ASAP is a short-term implementation task of the General Plan. Through adoption of the General Plan, the community envisioned the Airport Activity Center as a regional employment and retail hub anchored by the airport. The purpose of the ASAP will be to create future land use designations that both complement and support the functions and impacts of the airport.
