On June 3, 2025, the Buckeye City Council approved establishing the 2025 Citizen Water and Wastewater Rate Committee. For several weeks following the approval, the city accepted applications for the Committee seats and conducted interviews of the applicants. On July 1, 2025, the City Council appointed the 2025 Citizen Water and Wastewater Rate Committee.
City staff requested the formation of the Committee to:
- Ensure community involvement during the creation of the proposed rate structure
- Assist staff with developing reasonable rates as well as a plan for additional community involvement
- Make a recommendation to Council on the rate structure
2025 Citizen Water and Wastewater Rate Committee
The committee consists of seven members that will meet every other Thursday. The committee was made up from Council appointed residents representing each City Council District, a non-resident member and two alternate members. The Committee members included:

Brandon James - District 3
Carolyn Whitehead - District 4 (Vice Chair)
James Subjack - District 5 (Chair)
Michael Hammond - District 6
Vickey Morris - Non-resident
Anastazia McMurray - Alternate (District 3)
Adam Gonzales - Alternate (District 4)
Committee Timeline
The Committee convened every other Thursday at 6 p.m. beginning July 17, 2025 and ending October 9, 2025. Each meeting covered different topics about the Water Resources Department ranging from operations and infrastructure to current and future water rates.
On October 9, 2025, the Committee voted on the rate recommendation it will make to City Council. Tentatively plan for new rates and rate structures to be implemented in early 2026.
