Contact your State Legislator

When contacting your Legislator by phone or email, keep your message brief and to the point. Be sure to include your name and address to confirm that you are a constituent. If you’d like to meet with your elected official about a specific bill or topic, contact their office by phone or email to arrange a meeting.

During the legislative session (January–May), legislators have busy schedules filled with committee hearings, caucus meetings, and briefings. As a result, meetings are often

limited to 15 minutes. Plan to arrive a few minutes early and be prepared to present your key points clearly and address common questions.

Request to Speak (RTS)

The Request to Speak (RTS) system allows you to track and support or oppose bills. You can choose whether or not you’d like to speak in a committee when you have weighed in on a bill. View the legislature’s step-by-step RTS Guide.

Testify in Committee

If there is a bill you wish to speak on and it has been scheduled on a committee agenda, you can register to speak through the RTS (Request to Speak) system or complete a paper slip upon arrival at the committee hearing room. The committee chair determines the order in which bills are heard, so be prepared for potential delays. Some committee meetings can last several hours, so it’s a good idea to bring water.

When your bill is up for discussion, a staff member will provide an overview of the bill, followed by remarks from the sponsor and comments from committee members. Public testimony may be subject to time limits, depending on the chair’s rules. While it’s natural to feel passionate about the issue or disagree with some members, maintaining a respectful tone and delivering a clear message will help your points be well received.

When called to speak, always address the chair first, followed by the committee members. For example: “Madame Chair and Members, my name is Jane Doe, and I am here to express my support for SB 1234. I support this measure because”.

If a committee member asks you a question, be sure to respond through the chair. For example: “Madame Chair, Senator John Doe, I believe the bill would".
